Samir Mahmudov was born in 1987.
In 2009, he graduated from the Faculty of Law of Baku State University with a bachelor’s degree in law.
In 2013, he graduated from the Faculty of Law of Baku State University with a master’s degree in Constitutional Law.
In 2015-2016, he studied LL.M. at the Syracuse University College of Law in New York, USA.
In 2011, after finishing his military service he started his professional career.
In 2011-2013, he worked as an assistant prosecutor in the Nizami District Prosecutor's Office, and in 2013-2015, he worked as a prosecutor and senior prosecutor in the Anti-Corruption Directorate under the General Prosecutor of the Republic of Azerbaijan. At the same time, he served as an expert on anti-corruption issues at the Organization for Economic Cooperation and Development (OECD), based in Paris, France.
In 2016-2021, he worked as an Associate, Senior Associate, and Of Counsel at OMNI law firm.
From July 2021 until his appointment as the Executive director of the Center for Legal Examination and Legislative Initiatives (the Center), he was the Managing Partner of BONAFIDE law firm.
He was appointed as the Executive director of the Center on July 15, 2022.
He is fluent in English and Russian.
He is married and has two children.
