Deputy executive director

Kamala Pashayeva was born in 1984.

In 2005, she graduated with a bachelor’s degree from the Faculty of Law at the Academy of Public Administration under the President of the Republic of Azerbaijan.
In 2010, she completed her master’s degree in Public Law at Baku State University with distinction.

From 2017 to 2021, she pursued doctoral studies at the Department of “Criminal Procedure” of Baku State University.

She began her professional career in 2004, working as a lawyer in several private organizations. In 2013, she entered public service at the Baku Court of Appeal. Since 2015, she has continued her public service at the Administration of the Milli Majlis of the Republic of Azerbaijan. From 2020 to 2025, she served as the Head of the Administrative Legislation Sector of the Department of State Building, Administrative and Military Legislation of the Administration.

She is also a lecturer at the Department of Civil Procedure and Commercial Law of Baku State University.
On October 1, 2025, she was appointed Deputy Executive Director at the Center for Legal Expertise and Legislative Initiatives.

She speaks English and Russian.

She has two children.
